' __' ' <br />Item Description: Authorization to Enter into Jai�itorial Services Contracts <br />Background: As a part of the 2005 budget process, staff was asked to evaluate the delivery of <br />janitorial services on a city-wide basis. Currently, janitorial services at city facilities are <br />managed on a building-by-building basis, with a mix of contractual and in-house services. Staff <br />was authorized to solicit a single-source janitorial service for citybuildings to see if economies <br />of scale could be achieved. <br />Staff advertised for bid for these services in January. The advertisement sought a variety of bid <br />alternatives. Bidders were asked to bid on an overall contract for all facilities; this was identified <br />as the City's preference in order to take advantage of economies of scale. But bidders were also <br />asked for their price to maintain individual buildings and to provide selected custodial services. <br />Bids were opened on February 7,2005. The city facilities covered in this bid proposal are City <br />Hall, Fire Station #1 (public areas), License Center, Nature Center, Skating Center, and <br />Maintenance Garage offices, restrooms, and conference rooms. <br />Discussion of Bids: Two bid packages were submitted for these services. Bids were received <br />fron� �a�'sden and Glitterclean. <br />The total bids from both vendors for this project were over the city's budgeted amount of <br />$130,000. Marsden submitted the lowest total bid at $157,786. The total bids received are as <br />follows: <br />Marsdei� $ 157,786.00 (including tax) <br />Glitterclean $ 169,769.52 (including tax) <br />The specifications changed the hours of service to more evening and weekend services than has <br />been performed in the past, and bidders responded with higher pricing for these hours. Another <br />factor in comparing the bids to the budgeted amount is that the current budgeted amo�nts for the <br />maintenance facility and the Skating Center were arrived at using Greenview staff which <br />commands a lower billing rate than large full service janitorial firms. Greenview, however, did <br />not sub7nit a bid package because the scope of the contract exceeds their capabilities. <br />However, staff has evaluated the pricing submitted by the low-bidder, Marsden, for portions of <br />the total contract. Using Marsden's low bid for that work and doing some value engineering by <br />reducing the scope of services and supplementing Marsden's work with that of Greenview will <br />
