enable the City to stay very close to the budgeted amount. By staying very close to the budgeted <br />amount, the City will realize almost all of the j anitorial cost savings that are built into the 2005 <br />City budget. <br />Staff Recommendation: As the total bids received were significantly higher than the City's <br />budgeted amount for j anitorial services, we recommend not accepting the total bids. <br />We do recommend accepting the low bid of Mat'sd�r� for a portion of the total contract which <br />provides us with two full-time janitorial staff to maintain most City buildings. We plan on <br />utilizing them in the following manner: <br />City Hall 55 houra/week <br />Fire Station # 1 5 l�ourslweek <br />License Center 5 hours/week <br />Nature Center 7 k�ours/week <br />Skating Center 13 hourslweek <br />(Marsden hours will be adjusted between buildings based on greatest need.) <br />In addition, we recommend continuing our current relationship with Greenview, providing 12 to <br />15 hours of supplementary custodial services per week at the public works maintenance facility <br />and 50 hours per week at the skating center. Greenview employs Roseville area seniors to <br />provide cleaning services. The cost for Greenview will be approximately $35,000 for the year. <br />The bill rate for Marst�e� would be at the hourly rate bid in their proposal. The annual cost for <br />Marsden would then be $97,179. This would provide service each and every business day, <br />including backup for vacations and illness. <br />Combined, these services will total approximately $132,000 for 2005. The approved 2005 <br />budget includes $130,000 for janitorial services. The 2005 budget reflects areduction in <br />janitorial expenditures of approximately $19,000. Accepting the combination of Marsden's low <br />bid, a reduced scope of service, and as supplemented by hourly labor from Greenview will result <br />in a net savings to the City of $17,000 for 2005. <br />Service levels will be similar to that provided in the past under this arrangement. Staff will <br />monitor building cleanliness to assure that we are providing a healthy and safe environment for <br />the public and city staff. Any adjustments to janitorial needs will be recommended in the 2006 <br />budget process if necessary. <br />RECOMMENDED COUNCIL ACTION: <br />Motion to authorize staff to enter into a two-year janitorial services agreement with the low- <br />bidder, Marsden, for two full-time contract custodial staff and to enter into a11 agreement with <br />Greenview Inc. to provide supplemental cleaning staff for the maintenance facility and <br />skating center, all as described above within this Staff Report. <br />�. <br />
