_ Step 3- Final Documents and Assist wiih Bidding <br />= Afler we have reviewed the report with the City we will: <br />■ Prepare final design documents including drawings and specificationsfor the Oval's chiller r�novalio� <br />and refrigeration system improvements. Specifications will include general project conditions, <br />construction contract, fiarm of agreement between the City and the contractor, bid proposal <br />requirementsand forms, and technical sections. The documents will include an alternate bid item for <br />replacir�g the existing chiller vessel with a new vessel. <br />■ Provide a final estimate of probable construction costs. <br />� Provide recommendationson bidding and award schedule <br />Answerquestionsduring the bidding phaseof the project. <br />Be present at bid opening <br />■ Review bids submitted by the contractors <br />■ Recommend award of contract. <br />Prepare construction contracts for review by the City. <br />Step 4 - Construction Se�vices <br />We will provide Construction Engineering Services as requested by the City. We will perform site <br />observationsthroughout the duration of the project. The number of inspections and involvementduring <br />construction will vary depending on the experience level of the selected contractor and condition of the <br />chiller vessel. <br />If the chiller vessel shell is found to be corroded v� will assist the City in selecting a materials testing firm <br />to the level of corrosion and thickness of the steel wall. The cost of the material testing will be paid for by <br />the City. <br />We will also perform contractadministration tasks such as shop drawing review of all materials and <br />equipment, processing pay requests and changeorders and will answer questions from the contractor. <br />Sfep 5— Evaluate �he Option of a Plate and Frame Chiller Type System <br />If this option is selected the evaluation will be performed between Steps 2 and 3 listed above. <br />During this step we will: <br />Evaluate the feasibility of installing a plate and frame type chiller system in place of reconditioning the <br />existing shell and tube condenser type system. <br />■ Write a letter report including and discussing the following: <br />c= A description of the plate and framesystem that would best fit the existing refrigeration <br />system including space needs and code related issues. <br />,-- Discuss the feasibility of separating the single refrigeration system into iwo separate <br />systems to create redundancy in the system. <br />�� A comparison of the existing shell and tube chillerdesign to a plate and frame chiller <br />system including efficiency, capital costs, life expectancy, operational and maintenance <br />costs and any other advantages and disadvantages for each system. <br />■ Review the findings with the City. <br />� If the City approves this type of system in place of renovating the existing shell and tube chiller system <br />we will provide the City with a revised design proposal to includethis change. <br />Mr. Lonnie Brokke, Directorof Parks and Recreation <br />January 26,2005 Page 4 of 7 <br />
