(3� (4} b. Rottlund submitted a marketing analysis completed by GVA Marquette Advisors outlining the market feasibility of the proposed project which is attached as Exhibit C. c. The Council finds that the submission satisfies the requirement of Section 1.04(2). a. Rottlund presented to the City Council on February 28,2005 a memo from RLK Kuusisto as provided in Exhibit D which provide the following: i. opinions regarding the zoning, shoreland, and park dedication ordinances and requirements; and ii. summary regarding the approvals that will be required from governmental agencies to complete the redevelopment project; and �ri. summary regarding the adequacy of utilities and streets and identified the required infrastructure changes as part of the Phase I redevelopment plan; and iv. a draft transportation plan. b. The Council finds that the submission satisfies the requirement �� f Section �.04(3} a��d Section 1.04(4) and Section 1.04 (5). a. Rottlund presented to the City Council on February 28,2005 a memo from American Engineering Testing as provided in Exhibit E which summarizes the existing environmental reports that have been completed within the Twin Lakes Phase I areas as well as lists which includes a number of, but is not limited to, additional environmental investigations planned prior to redevelopment. b. The Council finds that the submission satisfies the requirement of Section I.04(6} with the understanding that additional environmental investigations would need to be monitored and approved by the Minnesota Pollution Control Agency under the Voluntary Investigation and Cleanup Program and the Voluntary Petroleum Investigation and Cleanup Program. 2.02 In summary, the Council hereby finds that Rottlund has successfully completed all actions required to be taken by it by March 14, 2005 under the Contract. 3
