(3� <br />(4} <br />b. Rottlund submitted a marketing analysis completed by GVA <br />Marquette Advisors outlining the market feasibility of the proposed <br />project which is attached as Exhibit C. <br />c. The Council finds that the submission satisfies the requirement of <br />Section 1.04(2). <br />a. Rottlund presented to the City Council on February 28,2005 a memo <br />from RLK Kuusisto as provided in Exhibit D which provide the <br />following: <br />i. opinions regarding the zoning, shoreland, and park dedication <br />ordinances and requirements; and <br />ii. summary regarding the approvals that will be required from <br />governmental agencies to complete the redevelopment <br />project; and <br />�ri. summary regarding the adequacy of utilities and streets and <br />identified the required infrastructure changes as part of the <br />Phase I redevelopment plan; and <br />iv. a draft transportation plan. <br />b. The Council finds that the submission satisfies the requirement �� f <br />Section �.04(3} a��d Section 1.04(4) and Section 1.04 (5). <br />a. Rottlund presented to the City Council on February 28,2005 a memo <br />from American Engineering Testing as provided in Exhibit E which <br />summarizes the existing environmental reports that have been <br />completed within the Twin Lakes Phase I areas as well as lists which <br />includes a number of, but is not limited to, additional environmental <br />investigations planned prior to redevelopment. <br />b. The Council finds that the submission satisfies the requirement of <br />Section I.04(6} with the understanding that additional environmental <br />investigations would need to be monitored and approved by the <br />Minnesota Pollution Control Agency under the Voluntary <br />Investigation and Cleanup Program and the Voluntary Petroleum <br />Investigation and Cleanup Program. <br />2.02 In summary, the Council hereby finds that Rottlund has successfully completed all <br />actions required to be taken by it by March 14, 2005 under the Contract. <br />3 <br />
