City Council Regular Meeting — 02/28/05 <br />DRAFT Minutes - Page 9 <br />a two year contract. <br />Councilmember Kough referred to a recently received e- <br />mail questioning the bid process. <br />Public Works Director Schwartz cautioned <br />Councilmembers on the prudence of rebidding the janitorial <br />services contract; opining that the Council may not achieve <br />lower bids. Mr. Schwartz outlined the bid process; <br />advertising and resources used by staff to solicit quantity <br />and quality bids. <br />Klausing moved, Maschka seconded, authorizing staff to <br />enter into a two-year janitorial services agreement with the <br />low-bidder, Marsden, for two full-time contract custodial <br />staff; and to enter into an agreement with Greenview, Inc., <br />to provide supplemental cleaning staff for the maintenance <br />facility and skating center, all as described in the staff <br />report dated February 28, 2005. <br />Ihlan moved, Kough seconded, amendment to the motion <br />to enter into a one year agreement with Marsden; and the <br />same for Greenview. <br />Councilmember Ihlan, speaking in support of the <br />amendment, opined that this would a11ow the City Council <br />to evaluate the contract services. <br />Mayor Klausing spoke against the amendment, opining his <br />support of the policy decision made by the City Council. <br />Councilmember Schroeder spoke against the amendment; <br />opining that it created a loophole for the contractor to get <br />out of the original bid. <br />Roll Call [Amendment] <br />Ayes: Kough and Ihlan. <br />Nays: Maschka, Schroeder and Klausing. <br />Motion failed. <br />Roll Call [Original Motion] <br />
