Council Direction Requested:
The Council has several options on how to proceed:
1. Interview all applicants at one or more special council meetings, as follows:
Thursday, March 17 beginning at S;Of.} p.m. (dinner provided) AND/Q. Saturday, March
19 beginning at 9:0(} a.m. (lunch provided).
2. Interview all applicants before two regularly-scheduled Monday Council
Meetings, as follows: Human Rights Commission, Planning Commission and Police
Civil Service Commission interviews beginning at :30 p.m. at the Monday, March 21
meeting; Interview the remaining applicants for the Parks and Recreation Commission
and the Public Works, Environment and Transportation Commission beginning at 4:30
p.m. at the Monday, March 28 meeting.
3. Another option would be for each Councilmember and the Mayor to review the
applications and contact Margaret Driscoll by noon on Wednesday, March 16 with your
top two applicant choices per vacancy. Only the persons selected by the City Council
through this process would be interviewed.
For example, for Parks and Recreation, the Mayor and each Councilmember
would each recommend 6 applicants to interview for the 3 vacancies. For Planning
Commission, each Councilmember recommends 2 applicants to interview for the 1
vacancy. For Public Wnrks, recommend 4 applicants for 2 vacancies. Interview all
applicants for the Police Civil Service and the Human Rights Commissions since there
are not many applicants for these vacancies.
Then, Staff would schedule one interview session for the applicants the City
Council selects before your Monday, March 21" Study Session.
4. Some other option that Council prefers.
Special Notes
Unless Council directs otherwise, at the time of the interviews staff will provide a chart
(as used last year) and Councilmembers will rank their top choices for each Commission.
Staff would then take each Councilmember's individual rankings of the applicants and
compile a composite aggregate City Council ranking of the applicants. This City Council
ranking chart would then be provided to the Council at your March 2$th meeting, and a
Councilmember's motion or motions to appoint persons could be based on the Council
rankings or some other basis.
Note also that the Parks and Recreation, Public Works and the Human Rights
Commissions have vacancies with both full and partial terms. Unless Council directs
otherwise, the applicant with the lowest total points from among those the Council finally
appoints to those Commissions would be designated to fill the partial term or terms.
