Staff Recommendation: With the exception of the LVNW and LVWE asphalt mixes, the <br />materials are no�ally delivered to the City. <br />The bids received vary from a,005-18.5% increase for aggregate material to a drop in CRS-2 <br />seal coat oil by $.O1 per gallon. Asphalt mix prices have surprisingly stayed constant the last few <br />years. Historically, this market is very volatile. Acceptance of the low bidder is recommended in <br />each case except for the asphalt mix prices for LVWE %z ". <br />Bituminous materials are picked up at the mixing plant by City staff with City trucks. This <br />makes the location of the asphalt plant very important when determining lowest overall cost to <br />the City. The location of the Bituminous Roadway's plant on �$�' and Cedar in Minneapolis for <br />the majority of our'/a " asphalt mix would increase the real cost substantially over the bid price <br />of Midwest Asphalt in New Brighton. Staff could also be subject to morning and late afternoon <br />rush hour traffic that would add to the pickup time. Consequently, staff recommends awarding <br />the most regularly used LVWE %z " asphalt mix to Midwest Asphalt and the other asphalt mixes <br />awarded to low bid. <br />RECOMMENDED COUNCII, ACTION: <br />Motion accepting the following bids for Street Department materials: <br />1.
