Staff Recommendation: With the exception of the LVNW and LVWE asphalt mixes, the
materials are noally delivered to the City.
The bids received vary from a,005-18.5% increase for aggregate material to a drop in CRS-2
seal coat oil by $.O1 per gallon. Asphalt mix prices have surprisingly stayed constant the last few
years. Historically, this market is very volatile. Acceptance of the low bidder is recommended in
each case except for the asphalt mix prices for LVWE %z ".
Bituminous materials are picked up at the mixing plant by City staff with City trucks. This
makes the location of the asphalt plant very important when determining lowest overall cost to
the City. The location of the Bituminous Roadway's plant on $' and Cedar in Minneapolis for
the majority of our'/a " asphalt mix would increase the real cost substantially over the bid price
of Midwest Asphalt in New Brighton. Staff could also be subject to morning and late afternoon
rush hour traffic that would add to the pickup time. Consequently, staff recommends awarding
the most regularly used LVWE %z " asphalt mix to Midwest Asphalt and the other asphalt mixes
awarded to low bid.
RECOMMENDED COUNCII, ACTION:
Motion accepting the following bids for Street Department materials:
1.
