REQUEST FOR COUNCIL ACTION <br />DATE: <br />3/14/05 <br />ITEM NO: 6. <br />Department Approval: Manager Reviewed: Agenda Section: <br />[tem Description: Adoption of Master Plan for Ladyslipper Park <br />BACKGROUND <br />The City hired Brauer and Associates to assist in the develo�ment of a Master <br />Plan f�r Ladyslipper Park, a 16.52 acre conservancy p�rk located in the <br />Northeast Section of Roseville near Lake Owasso. The planning process was <br />initiated due to the planned reconstruction of Lake Owasso Boulevard as well as <br />the need for water quality improvements in the area. The community was also <br />interested in traffic calming as part of the road reconstruction project. The park <br />master plan will serve to guide the park for years to come. <br />The general background information is as follow: <br />a. The current Ladyslipper Park classification in the Departments Systems <br />Plan is that of a Conservancy Park. Conservancy Parks are intended for <br />the protection and preservation of the natural environment and offer more <br />passive recreational opportunities. <br />b. Currently there is not a Master Plan for the Park <br />c. South Owassa Boulevard is currently scheduled to be reconstructed <br />d. The area is a filtration area for Lake Qwassa water treatment and water <br />quality improvements are desired <br />e. Given that South Owasso Blvd. was being reconstructed it was the desire <br />to plan the road reconstruction in parallel and conjunction with Ladyslipper <br />Park and other neighbor concerns (traffic). <br />f. Traffic calming is desirable <br />g. The goal through the process was to work with the community and <br />neighbors to plan the best park, the best road and the best water quality <br />improvements possible <br />
