Development funds andlor development timeframe for the park has not <br />been identified <br />Staff and consultants held 3 public meetings as well as a meeting of the Parks <br />and Recreation Commission during the development of the master plan. The <br />following themes and goals of the recommended Master Plan were discussed: <br />• To protect and preserve as much of the natural environment as <br />possible <br />. To offer more passive recreational opportunities. <br />. To maintain the wildlife and a way to view them <br />. To maintain a canoe launch <br />To improve water quality <br />To create a small shelterlgazebo/benches with a natural theme <br />. To provide rest and relaxation areas. <br />. To provide walking trails, boardwalk and informal lawn space <br />. To improve South Owassa Blvd.l safetyltraffic calming <br />Included in your packet are three concept drawings as well as the proposed <br />preliminary master plan. Also included are some pre master plan preliminary cost <br />estimates for the park development. <br />The preliminary master plan has been recommended by the Community and the <br />Roseville Parks and Recreation Commission. <br />POLICY OBJECTIVE <br />The proposed Master Plan is consistent with the Parks and Recreation Systems <br />Pian and the goals established by the City Council and the Parks and the <br />Recreation Commission. The community discussion process is also consistent <br />with the process outlined in the Parks and Recreation Systems Plan and by the <br />City of Roseville. <br />FINANCIAL IMPLICATION <br />The City currently has no money budgeted at this time for the construction of <br />Ladyslipper Park. Included in your packet are pre master plan preliminary cost <br />estimates for the park development, <br />STAFF RECOMMENDATION <br />Based upon the recommendations of the Roseville Parks and Recreation <br />Commission and the Community input meetings held, staff recommends that the <br />Ladyslipper Park Master Plan be adopted as proposed. <br />COUNCIL ACTION REQUESTED <br />Motion adopting the Ladyslipper Park Master Plan as proposed. <br />
