BACKGROUND <br />South Qwasso Boulevard was proposed to be reconstructed over the course of two <br />construction seasons. Phase L• between Rice ion was originally scheduled for 2005 & 2006 <br />respectively. Public Works and �'a�'Street and the railroad tracks, Phase ��: between the <br />railroad tracks and Dale Street. <br />Recreation staff have been working on identifying design alternatives for the phase I <br />reconstruction project and how it relates to Ladyslipper Park. In order to compare costs for the <br />street project and the park project, we have worked on two different design alternates. These <br />are as follows: <br />(1)Ex�s#in� ali�nment: This proposal is the reconstruction of the street on the current <br />alignment. We would include some traffic calming through medians, stop signs and <br />street tree planting. A pathway/ sidewalk is proposed along the new street along with <br />storm sewer improvements for Lake Owasso. <br />(2) Reali�nment: This proposal would realign the road through the city parcels located <br />south of the road between Matilda and Marion Street. Due to organic soil deposits in <br />this area, the new street construction will have additional costs associated with it. <br />These costs effect both the construction and longevity of the new road. There are two <br />methods that we can use to build a road on these soils. One method is to surcharge the <br />soils; in this method, the organic soils are left in place and compressed for a number of <br />months. Another way to do this is through excavation; this would be the removal of the <br />full depth of organic soils and the reconstruction of the road subbase. We have <br />estimated the up front construction costs for both of these construction alternatives, and <br />will identify the long term impacts to the street. Additional geotechnical engineering <br />and soil stabilization will be necessary to construct the road in a new alignment. <br />Realignment also impacts the pathway and storm sewer improvement costs. <br />
