REQUEST FOR COUNCILACTION <br />Date: 03/14/05 <br />Item: 7.b <br />Councilmember Maschks <br />Engineering Services for OVAL <br />DATE: 1 /31 /05 <br />ITEM NO: 12 <br />Department Approval: Manager Reviewed: Agenda Section: <br />Item Description: Approval of ��rp�rn�r�iuikh Stevens Engineering for professional <br />engineering services for the Roseville Skating CenterlaVAL. <br />BACKGROUND <br />Over the past several months staff has been working with information from varying <br />sources on the chiller barrel repairs at the OVAL. There have been numerous <br />discussions regarding the best, mast cost effective approach for repair options. The City <br />is now at the point of requiring professional engineering services for the refrigeration <br />system repairs and improvements at the Roseville Skating Center OVAL. There may <br />also be additional work necessary because of the downtime that has occurred, i.e. on <br />motors, pumps, etc. <br />In addition to meeting with numerous engineering firms over the past several months, <br />Staff has solicited two firms qualified in this area to submit a proposal and have <br />received one. Attached is a detailed proposal from Stevens Engineering that outlines <br />various service options and the costs. They are as follow: <br />Step 1— Collect information on existing system <br />Step 2—Analysis and evaluation of existing system <br />Step 3— Prepare final documents and assists with bidding <br />Step 4 — Construction Services <br />Step 5— Evaluate the option of a plate and frame chiller type system <br />Step 6—Evaluate the feasibility of connecting the Arena to the Oval's refrigeration <br />system. <br />Stevens Engineering has substantial experience in this area. In the proposal steps 1-4 <br />are necessary to put the chiller back in operation. Steps 5 and 6 evaluate other options <br />not only for the OVAL but involve the indoor Arena as well. The indoor Arena chiller and <br />piping system is nearing the end of its useful life and has been included in the Capital <br />Improvement Program for several years and is currently identified as a 2006 project. If <br />steps 5 and 6 are deemed feasible, then a revised design would be required before step <br />3(preparation of final documents and bidding) would occur. <br />The decision to be made at this point is to determine the scope of engineering work <br />necessary andlor desired. <br />The issue at hand is the repair of the OVAL chiller barrel, a component of the <br />refrigeration system (steps 9-4). The OVAL refrigeration system cannot operate without <br />it. It is necessary to engage in engineering services now in order to professionally <br />analyze and evaluate, develop the necessary documents, advertise and accept bids, <br />
