City Council Regular Meeting — 03/14/05 <br />Draft Minutes - Page 19 <br />private citizens, and authorize staff to replay the tape on the <br />Roseville Cable channel. <br />Mayor Klausing questioned who had taped the meeting and <br />whether it represented an unedited version of the meeting. <br />Councilmember Schroeder advised that the tape, which had been <br />edited via computer, had been provided by John Kysylyczyn and <br />A1 Sands, with their individual tapes combined. <br />Mayor Klausing, given the editing elements and potential <br />deletion of material, spoke in opposition to the motion. Mayor <br />Klausing opined that the Council needed to protect the airing of <br />private citizen videos on the City's website; and recommended <br />that the public access channel be used for airing of the video. <br />Mayor Klausing cited several past scenarios related to the <br />Roseville Concerned Citizens and their submission of tapes <br />which were not broadcast by the City. <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn spoke to the Council's policy regarding open <br />government and fiscal disclosure; opining that the meeting <br />should have been video-taped, as it was a Council meeting where <br />budgetary items were discussed. Mr. Kysylyczyn spoke to the <br />quality and content of the tape, assuring Councilmembers that <br />the content was complete, including breaks and recesses during <br />the meeting. <br />Councilmember Schroeder noted that he had originally shared <br />Mayor Klausing's concerns related to the City Council endorsing <br />private video tapes, but opined that since this was the only <br />videotape of the meeting, it provided a distinction. <br />Councilmember Ihlan concurred that it would have been more <br />appropriate to have an official taping of the meeting, but opined <br />that if this tape were of sufficient quality, it should be made <br />available to the public. <br />Mayor Klausing questioned whether someone from the City <br />Council or staff should review the tape prior to its airing. <br />
