Mayor Klausing directed staff, and City Attorney Hedtke to report back to the City Council on requirements for staff authorization related to land sales. Mr. Miller questioned if the City Council was directing staff to seek prior City Council authorization for pending sale of equipment and vehicles. Mayor Klausing responded negatively. 9. Briefing about a Proposed Ordinance relating to the Term of the Chair of the Planning Commission City Manager Beets proposed a revised ordinance relating to the term of the Planning Commission chair, with the appointment at the last meeting in March (with terms expiring on March 31), rather than appointment at the first meeting of the year. Mayor Klausing noted that this would also incorporate Councilmember Schroeder's concerns that Councilmembers have more time to get informed and to know Commissioners through attendance at Commission meetings. Councilmember Schroeder expressed his preference to change appointment for all Commissioners to a date later than the first meeting of each year. Discussion ensued regarding whether the Council or the Planning Commission should appoint the Chair; with Mayor Klausing recommending further discussion on a future agenda. 10. Discuss Draft City Council Rules of Procedure (Draft based on Council Direction from 2/19/OS Council meeting) Due to the lateness of the hour, it was Council consensus to delay discussion of this agenda item until the next City Council Study Session, as the first agenda item to allow sufficient discussion time. Mayor Klausing requested that Councilmembers prepare their comments in writing prior to the meeting for Council review of individual concerns. Councilmembers concurred.
