Discuss and Direct Staff Regarding the Format for the City <br />Council's Community Town Hall Meetings <br />City Manager Beets noted that two Town Hall meetings had been <br />scheduled on regular City Council meeting nights: April 11 and <br />April 25, 2005 at the National Guard Armory Gym and Central <br />Park School respectively. <br />City Manager Beets proposed a major change in how the notice <br />was provided; recommending that rather than individual post <br />card notices to each Roseville household and the cost involved in <br />holding the meetings, that one 8-1/2" x 11" insert/notice be <br />placed in the City's official newspaper, the Roseville Review. <br />Mr. Beets noted the distribution consistency concerns expressed <br />by the public related to this method. Mr. Beets advised that the <br />cost for this one-time insert would be approximately $1,000 to <br />reach an estimated 15,000 homes, with a projected savings of <br />$4,000 from individual post card notice. <br />City Manager Beets requested Council direction on the proposed <br />format of the meeting. Mr. Beets outlined a similar format to last <br />year; with �/z of the allotted time upfront for conversation and <br />information; followed by a formal business meeting for time- <br />sensitive business; followed by formal public comment, <br />adjournment and additional one-on-one City Council and staff <br />interaction with the public. Mr. Beets noted that City <br />Departments were preparing informational displays and <br />promotional materials highlighting their various departments. <br />Mayor Klausing concurred with staff's format for the meetings; <br />requesting that at least at the School location, they be asked to <br />post notice of the meeting for further information with day-to- <br />day traffic at the school. <br />Councilmember Ihlan noted that numerous apartment buildings <br />didn't receive the Review, and questioned if staff could provide <br />alternative notice. <br />City Manager Beats questioned how to accomplish such a notice, <br />short of individual and costly post card notice. <br />Discussion ensued regarding public notice for recently-held <br />Format <br />Community Town <br />Hall Meetings <br />
