POTENTIAL ASSESSMENTS <br />Street Assessment: <br />Estimated total assessable cost ...................................................$159,145.79 <br />Estimated total assessable footage ......................................................959.65 <br />Estimated street assessment (25% of cost) ................................ $41.461 foot <br />Total Assessment for this project .. .......... ............... ... ..............$39,786.32 <br />Discussion: When justifying assessments there are two things to consider; the first <br />thing is that the assessment must treat like properties alike, and the second, is that the <br />amount of the assessment has to be equal to or less than the resulting increase in <br />property value. Recent City of Roseville projects have had a per foot rate of 20-25$. <br />The proposed assessment rates are still significantly higher than other Roseville <br />proj ects. Part of the reason for this is that this is a small neighborhood and there are <br />many side yard frontages on this road project. Our policy is to only assess 10% of the <br />cost for side yards. <br />2353 Chatsworth Assessment: The church property at 2353 Chatsworth is unique in <br />that it is surrounded on three sides by city streets. In 1986, the City reconstructed <br />Grandview and assessed the church 100% of their Grandview frontage, which was <br />consistent with the assessment policy at the time. The church paid $23,572 in <br />assessments for that project. The proposed assessments to the church for this project <br />would be based on their front yard frontage (253.15 feet) on Chatsworth, plus 10% of <br />their side yard frontage (45.9 feet) on Lovell. At the proposed $41.46 assessment rate, <br />their total assessment would be $12,398.37. <br />:� <br />
