redesign of Lovell would remove the bituminous driveway, but provide drive over <br />curb for emergency vehicle access. <br />Chatsworth Street <br />The segment of Chatsworth from Lovell Avenue to GrandviewAvenue provides accessto <br />two residential homes and Real Life Church. A description of the special considerations <br />for these properties: <br />• REAL LIFE CHURCH: The church is unique in that it is surrounded on three sides <br />by city streets. In 1986, the City reconstructed Grandview and assessed the church <br />100% of their Grandview frontage, which was consistent with the assessment policy <br />at the time. The church paid $23,572 in assessments for that project. In order to <br />assess for a construction proj ect we need to demonstrate that the assessment amount <br />is less than or equal to the benefit to the abutting property. More discussion on the <br />church assessment is included below. <br />• RESIDENTIAL HOMES EAST OF THE ROAD: Both of these homes have side <br />yard frontage onto Chatsworth. <br />ALTERNATIVES <br />In 1999 when we first considered reconstructing the remaining streets in this <br />neighborhood we met with the primary properry owners in this neighborhood. At that <br />time, the assessment policy would have had 100% of the road reconstruction cost assessed <br />to the church and the nursing home. Over the last 6 years, the property owners and staff <br />have discussed a number of alternatives with regard to the reconstruction of Lovell <br />Avenue. Most of these alternatives did not have full buy in from the maj or stakeholders <br />in the proj ect. In the interest of moving this reconstruction proj ect forward, we feel that <br />the City has two alternatives; <br />1. Reconstruct the road to Citv standards: The roadway could be reconstructed to City <br />standards with a cul- de- sac at the west end. Due to the need for emergency vehicle <br />access the street would need to be built at least 32 feet wide. The costs would be <br />assessed to Rose of Sharon Manor, and the residential home according to the City's <br />assessment policy. The current city policy is to assess 25% of the front footage cost. <br />The City would then continue to maintain the roadway after it is reconstructed. <br />2. Do nothin�: The City could leave the roadway in its present condition. However, <br />the condition of this street is deteriorating. The current condition is poor with a <br />rating of � and is in the need of considerable maintenance. As a result of this we <br />feel that it necessary to reconstruct the road. <br />�1 <br />
