City Council Regular Meeting — 03/28/05 <br />DRAFT Minutes - Page 10 <br />Maschka moved, Ihlan seconded, continuing this item <br />entitled, "Resolution Authorizing the Transfer of Funds <br />from the Economic Increments Construction Fund to the <br />Tax Increment Financing (TIF') Bond Fund, and Closing <br />the TIF Bond Fund," to the April 11, 2005 regular Council <br />meeting. <br />Roll Call <br />Ayes: Schroeder, Ihlan, Kough and Maschka. <br />Nays: None. <br />4.c Award Printing Contract to Greenhaven Printing <br />(former Consent Item 3.i) <br />City Manager Beets reviewed the background of this <br />request, following January 31, 2005 City Council <br />unanimous approval for the City to seek Requests for <br />Proposals (RFP's) for a new printing contract, given <br />printing industry changes and the current printer's <br />numerous ownership changes. Mr. Beets noted that seven <br />proposals had been received; four were interviewed; and <br />following those interviews, staff was recommending a <br />three year contract with Greenhaven Printers, at a <br />projected cost-savings of over $1,000 per edition. <br />Councilmember Schroeder expressed his appreciation to <br />staff for taking the initiative, opining this was the right <br />direction to pursue to find cost-savings measures city- <br />wide. Councilmember Schroeder questioned if the <br />projected savings would see the budget lowered in 2006 <br />and 2007 accordingly. <br />Finance Director Miller responded affirmatively. <br />Councilmember Ihlan expressed appreciation for the cost- <br />savings obtained; but sought clarification of the three year <br />contract and whether the City would be obligated to <br />maintain the same format and/or schedule, or if that could <br />be renegotiated if fewer issues were proposed in future <br />years. <br />City Manager Beets responded that the contract price was <br />based on a unit price per issue so fewer issues would not <br />Award Printing <br />Contract to <br />Greenhaven <br />Printing <br />
