(4� For the purpose of this subsection, the following uses are considered as primarily <br />daytime uses: Bank, business offices, retail stores, personal service shops, household <br />equipment or furniture shops, clothing or shoe repair or service shops, manufacturing, <br />whole.sale or similar uses. <br />?�_� Section 101$.l OB5 a and b(Conditions for Joint Use) read: (a) the building or use for <br />which application is being made to utilize the off-street parking facilitiesprovided by <br />another building or use shall be located within 400 feet of such parking facilities. <br />(b) The applicant shall show, and the city shall determine in its discretion, that there is <br />not a substantial conflict in principal operating hours of the two buildings or uses for <br />which joint use of off-st��eet pa��king facilities is proposed. <br />��. � The Community Development staff has determined that the whole mall, to work properly, <br />must share parking. However, given their pro�mity to one another, the Metro Transit <br />park-n-ride lot and the theater, should be separated from the mall mix of retail shops and <br />restaurants and granted joint parking status. The park-n-ride lot is primarily a daytime <br />use, while the theater is a nighttime use. <br />C�. �� As determined by the City Planner, because of the ability to share or j ointly use spaces, <br />the parking requirement for the theater should be reduced by as many as 425 parking <br />_ spaces because of its night-time peak demand. Similarly, the 350 to 400 stall park-n-ride <br />_ lot should share many of the peripheral parking spaces (beyond the ring road) given the <br />limited weekday day-time peak parking demand. <br />TRANSIT <br />f�.? The Roseville Comprehensive (Section 5, pages 13 �--20) incorporates the Rosedale <br />transit hub and park-and-ride and an integral part of the Comprehensive Plan's transit and <br />transportation system. Major changes or the elimination of this system would require a <br />change to the City's Comprehensive Plan and would require Metropolitan Council <br />approval. <br />�,. � Specifically, Section 5— Transportation of the Roseville Comprehensive Plan states: <br />The Rasedale Shopping Center serves as a major transit hub for the Metro Council,fixed <br />bus routes. The hub was created by the City at the initiative of the Regional Transit <br />Board (RTB) (this since has become Metro Transit). Rvsedale is a typical transit hub <br />facility. It consists ofa bus staging area, two passengerfacilities, and a park-and-ride <br />lot". "The Rosedale hub is the focal pvirtt for suburban transit services, and links these <br />services to the two downtowns and to other suburban areas in the regional transit syste�n. <br />This hub is the 5`h busiest in the Metropolitan Area with 536 bus trips daily (2001). <br />PF3608_RCA_PinalDevelopment_0413 05 Page 5 of 12 <br />
