BE IT RFSOLUED that the Roseville City Council hereby states its intention to begin a <br />process of studying possible access alternatives for the James Addition neighborhood. <br />The goals of the process are to identify a preferred access alternative and sources of <br />funding, and to include the proj ect in the City's Capital Improvement Plan for <br />construction within a reasonable timeframe. <br />This resolution is adopted with the understanding that the Minnesota Department of <br />Transportation agrees to immediately re-open the median crossing on Snelling Avenue <br />at OakcrES� to allow left turns from northbound Snelling into the James Addition during <br />the study process and until construction of an alternative access is completed. The City <br />Council also understands and acknowledges that the Minnesota Department of <br />Transportation reserves the right to close the Snelling�0akcrest median crossing <br />permanently if the Council decides not to proceed with construction of an alternative <br />access to the James Addition neighborhood. <br />
