Date: 04/11/OS <br />Item: 11. <br />James Addition A����� <br />MEMORANDUM <br />TO: MEMBERS OF THE ��� ��]:�' 1T.1.T'- CI`1"Y COUNCIL <br />FROM: AMY IHLAN <br />SUBJECT: PROPOSED RESOLUTION BEGINNING STUDY PROCESS FOR <br />JAMES ADDITION ACCESS, TO RE-OPEN MEDIAN CROSSING AT <br />SNELLING AND OAKCR.EST <br />DATE: APRIL 6,2005 <br />Attached is a proposed resolution stating the Council's intent to begin a process for studying <br />possible access alternatives for the James Addition, with the goals of identifying a preferred <br />alternative and fund.ing sources, and including the proj ect in the City's Capital Improvement <br />Plan for construction within a reasonable timeframe. <br />Based on conversations with Frank Pa�lco of the Minnesota Department of Transportation, <br />this resolution is all that is required for MNDOT to re-open the median crossing on Snelling <br />Avenue at Oakcrest (to allow left turns from Snelling to Oakcrest) while the study process is <br />pending and until an alternative access is constructed. According to Mr. Pafko, the Council <br />is not required to select a specific access alternative or to actually include the project in the <br />Capital Improvement Plan before the median is re-opened — we only need to state our <br />intention to start the process. As a practical matter, I think we have already started to study <br />this issue by holding public meetings on possible access alternatives. There does not seem to <br />be any good reason to wait longer to pass a resolution to get the median crossing re-opened <br />— in fact, it makes more sense to get the median re-opened as soon as possible, before the <br />County Road C reconstruction begins. <br />
