REQUEST FOR COUNCIL ACTION <br />aepaflm�nl Ap p rov� I ,�� Man�y�r �kp <br />. �r_ ' _ <br />Date: 4/11 /05 <br />�ter� No.: t�,l <br />�' -,r' Ag�n� a 5 e�tl �n = � �r�ser�� <br />� � -- -- <br />Item Description: <br />CONSIDER ADOPTION OF A RESOLUTION DESIGNATING THE NATIONAL INCIDENT MANAGEMENT <br />SYSTEM (NIMS) AS THE BASIS FOR ALL INCIDENT MANAGEMENT IN THE CITY OF ROSEVI��,� <br />BACKGROUND <br />The President of the United States has issued Homeland Security Presidential directives (HSPD) 5 and 8 that <br />directly impact states and local jurisdictions. In Minnesota, the Division of Homeland Security and Emergency <br />Management (HSEM) is the State Administrative Agency responsible for implementing these two key directives <br />through administration of the Homeland Security Grant Programs. One of the kev elements of both HSPD 5 and 8 <br />is the imolementation of the National Incident Manaaement Svstem (NfMSI. <br />Developed by the Department of Homeland Security and issued in March 2004, the NIMS system enables <br />responders at all jurisdictional levels and across all disciplines to efficiently work together. Beginning in fiscal year <br />2006, federal funding for state and local grants will be tied to compliance with the NIMS. <br />In 1991, the State of Minnesota formalized an Incident GnmmandlManagement System--the Minnesota Incident <br />Management System (MIMS). The MICviS system has institutionalized the principles, policies and training <br />necessary for compliance with the new federally mandated NIMS program. The State of Minnesota, Ramsey <br />County, and the City of Roseville have already met most of the baseline ICS (Incident Command System) <br />requirements to comply with the new NIMS system through the MIMS. Additional NIMS requirements will be <br />reached with ongoing updates of City and County Emergency Operations plans and staff training. <br />Governor Tim Pawlenty, by executive order, directed a formal adoption of NIMS at the state level, and directed <br />county and local government to likewise formally adopt NIMS as the template for Homeland 5ecuritylEmergency <br />Management response protocols, per Presidential Directive HSPD 5 and 8. Adoption of NIMS by resolution at the <br />local level is a base criteria put forth by Minnesota HSEM in meeting the federal NIMS requirements in 2005. <br />PROPOSED ACTION <br />Formal adoption by resolution of the National Incident Management System (NIMS) as the basis for all Incident <br />Management in the City of Roseville. <br />FINANCIAL IMPLICATIONS <br />None. <br />STAFF RECOMMENDATION <br />Adopt by resolution, NIMS as the basis for all Incident Management in the City of Roseville <br />COUNCIL ACTION REQUESTED <br />Adoption by Resolution the National Incident Management System (NIMS) as the basis tor all incident management <br />in the City of Roseville (sample NIMS resolution attached). <br />
