Department Appfbval <br />�i <br />���4 . � � <br />Request for Council Action <br />Manager Approval <br />Date: April 18,2005 <br />Item Number: 4. <br />Agenda Section <br />� _�� f- <br />:,��� �����- <br />� L <br />Item Descripti : Proposed Amendment to City of Roseville Code; An Ordinance Amending Title Three, <br />Section 311.12 Pawnbrokers and Precious Metal Dealers. <br />Back�round <br />Proposed Amendment to City of Roseville Code; An Ordinance Amending Title Three, Section 311.12 <br />Pawnbrokers and Precious Metal Dealers. <br />The Roseville Police Department requests an update to the current ordinance specific to the pawning of property <br />belonging to others. <br />The proposed wording would make it illegal to "accept for pawn, sale or consignment any article or property if <br />the article or property belongs to another, or if another person has a security interest in the property." With the <br />addition, this proposed action would make it a crime (misdemeanor) to pawn another person's property. <br />The proposed changes in the ordinance will also prohibit a pawnbroker or precious metal dealer from receiving <br />property �iro� a person of unsound mind or an into�cated person, and also prohibit the seller of said property <br />from giving a false or fictitious name, date of birth, etc. <br />The language being added is similar to other metro area pawnshop ordinances. Cities have been encouraged to <br />enact/update their local pawnshop ordinance to assist police investigators in successfully prosecuting <br />individuals who pawn stolen property. <br />Council Action Requested <br />Approval of the Proposed Amendment to City of Roseville Code; An Ordinance Amending Title Three, Section <br />311.12Pawnbrokers and Precious Metal Dealers. �� ��� ��+��r• ����� , <br />fr� � � <br />
