To: Roseville City Council <br />From: Neal Beets <br />cc: Department Heads <br />Date: Thursday,Apri114,2005 <br />Re: City Council Priority Process <br />Date: 04/18/OS <br />Item: 7. <br />Council Goal Setting <br />On Saturday, February 19 at Cedarholm Golf Course, Department Heads identified and spoke to <br />what they view as the `Big Issues" ahead for the City in 2006 and beyond. <br />Since February 19, Department Heads have revised and prioritized their list of `Big Issues." <br />That revised List is attached. <br />Now, Councilmember Maschka has asked for further Council consideration of the City's goals <br />and priorities. <br />One way to receive Councilinember input, feedback, and direction about the City's priorities and <br />goals would be for each Councilinember to revise and then rank the attached List of possible <br />`Big Issues." <br />First you would decide if there are any additional programs or priorities that you favor looking at <br />that are NOT on this List of Big Iss�es_ This could be anything that you think is important to the <br />future of the City, whether it involves adding or subtracting programs or creating greater <br />emphasis or less emphasis on current City goals and priorities. <br />Space has been made available on the attached List for you to include all such goals or priorities <br />or issues that you want to bring forward. You can add all your items to the attached List, either <br />in the space provided for each department or toward the end of the List for issues not falling <br />neatly within one department's operations. <br />Once you have made any additions to the attached List, you could rank the goals and programs <br />on the List -� including the ones you have added — in two ways. First, please rank what yon see as <br />the top 3 priorities or programs within each department. This lets Department Heads know how <br />Councihnembers and the Council as a whole view the priorities within their department. <br />Knowing that helps Department Heads prepare their department's work programs, allocate staff <br />time, and develop their department's proposed budget. We want to m� �� sure our work, our <br />staff, and our budget are aligned with Council goals and priorities. <br />Then, you could rank the top 6 to 10 City goals or priorities in terms of how you view their <br />importance to the long-term health and welfare of the City as a whole. This is probably the mosi <br />important ranking. It tells your fellow Councilmembers how you view the importance of various <br />City programs and where staff time and limited budget resources should be focused. <br />In doing all of this, please remember that the dollar figures I have provided on the attached List <br />are j ust rough estimates. I thought about leaving the dollar figures out for now, but decided to <br />keep them in to give you at least a very rough idea of how much each particular goal, program, <br />or priority might cost. You might want at least some rough idea of this possible dollar impact as <br />
