5.9 The variance, ifgranted, will not alter the essential character of the locality: <br />Although approving this variance would create a parcel that has less width and <br />square footage than others in the general vicinity, it is not a departure from past <br />Council action. Three additional parcels have been created since the land was <br />originallyplatted none meeting the requirements of the current Code. All are <br />similar in shape and size to the Beauclaire proposal. The Community <br />Development Staff has determined that a lot depth and lot variance for each <br />parcel, if granted, will not alter the essential character of the locality, nor <br />adversely affect the public health, safety, or general welfare, of the city or <br />adjacent properties. <br />�.� RECOMMENDATIONS: <br />ri. f The Community Development Staff z-ecarni��e�ds: <br />a. approval of a 25 foot lot width variance and a 1,820 sq. ft. lot size variance to <br />Section 1004.016 (Residential Dimensional Requirements) for new Parcel "A", <br />and if requested, side yard variances will be required rather than setback permits. <br />b. approval of a 25 foot lot depth and a 1,580 sq. ft. lot size variance Section <br />1004.016 (Residential Dimensional Requirements) for pre-existing non <br />conforming Parcel " B , <br />c. approval of a minor subdivision to allow the creation of two substandard <br />residential parcels for property located at 1758 Alta Vista Drive <br />The recommendations are based on the findings in Section 5 of the project report dated April 25, <br />2005 and the following conditions: <br />a. The City policy is to require payment of the Metro Area Sewer Availability <br />Charge (SAC) upon the issuance of a building permit. In this case, a$1,350 SAC <br />fee is required and will be collected with the issuance of a building permit for <br />Parcel "A". <br />b. The applicant must record the two lot minor subdivision survey within 60 days <br />after the approval of the City Council. Public utility and drainage easements of 5 <br />feet are required on the sides and rear lot line, while a 10 feet right of way <br />easement is required on the east Dale Street frontage. In addition, a private utility <br />easement across parcel B in favor of Parcel A for private sanitary sewer placement <br />must he recorded with the survey. <br />c. The applicant must apply for and receive a driveway access permit for Ramsey <br />County prior to issuance of any building or grading permit. <br />d.
