Councilmember Ihlan expressed <br />concern that her requests for documentation were not being <br />processed by staff, and thereby opining that she was left with no <br />choice but to come before the Council for formal action. <br />Ihlan moved, Kough seconded, directing staff to request Master <br />Developer Rottlund Homes to assemble and provide for Council <br />review all supporting documentation for its financial pro formas, <br />term sheets, and application for tax increment financing and <br />other public subsidies, including all supporting documentation <br />submitted to the City's financial consultant, K.rass Monroe. Staff <br />was further directed to make this supporting documentation <br />available to the Council as soon as possible, to allow adequate <br />time for review before any further Council discussion of <br />financial pro formas, term sheets, and subsidy applications for <br />the Twin Lakes development. <br />Mayor Klausing questioned the purpose of the proposed <br />resolution; opining that the information was available for review <br />at Mr. Casserly's office, and a Councilmember could review the <br />information, provided no further disclosure of the information <br />was given. <br />Councilmember Ihlan reiterated that she was asking staff to <br />make the information available to the City Council, or advise <br />Councilmembers the process they should use in accessing the <br />information. Councilmember Ihlan advised that her request for <br />this information received no response from staff. <br />Councilmember Ihlan noted that, until the memo to Council was <br />in the packet from Mr. Beets, she was not aware that she had the <br />opportunity to review the requested information at Mr. <br />Casserly's office. <br />Councilmember Kough expressed concern, related to Council <br />Rules and Procedure, as to when a Councilmember has a right to <br />receive information directly from the City Manager on an <br />individual basis; questioning staffs lack of courtesy in <br />responding to specific requests for more information. <br />
