City Council Regular Meeting— 04/11/OS <br />DRAFT Minutes' Page 25 <br />Mayor Klausing refocused the discussion on the motion, <br />declaring personnel issues out of order during this discussion. <br />Mayor Klausing spoke in opposition to the motion, given the <br />specific language of the proposed motion, and in consideration of <br />Data Practices Act concerns and the need to follow appropriate <br />procedures. <br />Councilmember Ihlan restated her rationale for the requested <br />motion, given the most recent correspondence from Rottlund <br />Homes that the City Council reject the proposed motion; the <br />unprecedented request by Rottlund Homes for public subsidies; <br />and the Council's right and obligation to review — as individual <br />Councilmembers — all information and supporting documentation <br />pertinent to the proposed development. <br />Roll Call <br />Ayes: Ihlan and Kough. <br />Nays: Maschka, Schroeder and Klausing. <br />Mayor Klausing clarified that no motion was necessary; that any <br />Councilmember had a right to go to Mr. Casserly's office to <br />review documentation; and that private or parcel-specific data <br />should and could not be released without liability exposure to the <br />City. <br />Discussion included the timeliness and receipt of the Rottlund <br />correspondence; and Rottlund's access to Council agendas via <br />mail ancUor internet. <br />Ihlan moved, Klausing seconded, for discussion purposes, <br />directing staff to provide for Council review bills from Krass <br />Monroe, PA in connection with the Twin Lakes development <br />andJor charged to the TIF Economic Development account, dated <br />from November 2004 through the present. <br />Councilmember Ihlan noted that the City Attorney had provided <br />their portion of the bills she had previously requested; but that <br />she had only received Krass Monroe bills through October of <br />2004, and was seeking the billings from that point forward due to <br />her often-expressed concerns related to policy. <br />
