City Council Regular Meeting — 04/11/OS <br />DRAFT Minutes - Page 27 <br />opening permanently;" and his interpretation of that statement. <br />Councilmember Schroeder opined that, with the initiation of <br />County Road C reconstruction at this time, staff needed direction <br />to begin a feasibility study and hold information meetings <br />immediately. <br />Mayor Klausing noted the attractiveness of pursuing the options <br />and alternatives from an "elected official" standpoint; but noted <br />his concerns from a"public policy" standpoint in that all costs <br />and short and long-term options and alternatives had been <br />identified and rejected, and it seemed an effort in futility. <br />Councilmember Maschka concurred with Mayor Klausing <br />relating to a lack of consensus in the neighborhood; and <br />questioned whether Lincoln had been considered for a rightW <br />in/right out only access. <br />City Engineer Debra Bloom <br />City Engineer Debra Bloom reviewed past alternatives f�'om an <br />original 1997 Task Force study, as well as those reviewed during <br />200112002 and specific discussions with the James Addition <br />neighborhood. Ms. Bloom discussed the lack of neighborhood <br />consensus, length of time required for potential right-of-way <br />acquisition due to railroad crossing and easement issues; impacts <br />for alternatives on County Road C construction currently taking <br />place; impacts on area businesses; Herschel as the preferred <br />alternative recommended by staff; Lincoln-Fry access concerns <br />for northbound lane access due to four lanes on Snelling Avenue <br />in that area and its nearness to County Road C traffic activities. <br />Discussion included installation of conduits at a potential <br />Herschel access point as part of the County Road C <br />reconstruction to ensure their availability if needed in the future; <br />traffic congestion with the County Road � project and access <br />concerns at the crossover; acquisition costs for residential and <br />commercial properties for access alternatives; short and long- <br />term access issues; and the need for the neighborhood to come to <br />agreement on an alternative access. <br />Roll Call <br />Ayes: Ihlan, Maschka and Kough. <br />
