City Council Regular Meeting — 04/11/OS <br />DRAFT Minutes - Page 26 <br />Roll Call <br />Ayes: Ihlan, Maschka, Schroeder, Kough and Klausing. <br />Nays: None. <br />11. Consider a Proposed Resolution Relating to Access to the <br />James Addition <br />Councilmember Ihlan distributed and reviewed an e-mail she had <br />received from MnDOT General Manager Frank Pafko. <br />Councilmember Ihlan detailed her perspective of MnDOT <br />requirements, and her subsequent conversations with and <br />reactions to the proposed resolution of Mr. Pafko. <br />Ihlan moved, Maschka seconded, adoption of Resolution No. <br />10293 entitled, "Resolution relating to a process of studying <br />possible access alternatives for the James addition <br />neighborhood. " <br />Councilmember Kough advised that he had spoken to Mr. Pafko <br />and spoke in support of the motion. <br />Councilmember Schroeder addressed his concerns related to a <br />section of Mr. Pafko's e-mail that he interpreted differently from <br />Councilmember Ihlan, and whether once the City determined an <br />alternative, MnDOT would close access anyway. <br />Discussion ensued related to MnDOT's flexibility and <br />timeframe; continued discussion with the James Addition <br />neighborhood to find consensus of an alternative; ordering a <br />feasibility study at this time; the nature of additional studies by <br />staff when numerous alternatives were presented already without <br />consensus; and the willingness of the neighborhood to concur on <br />an access solution. <br />PUBLIC COMMENT <br />A1 Sands, 2612 Aldine <br />Mr. Sands spoke in support of the motion and continuing the <br />process of neighborhood meetings to achieve consensus. <br />Councilmember Schroeder reiterated his concerns related to Mr. <br />Pafko's comment in Item #4 of the e-mail, "Once the City has <br />decided and acted (or not), MnDOT will close the median <br />Resolution 10293 <br />Access to <br />James Addition <br />
