City Council Study Session — 04/18/OS <br />DRAFT Minutes - Page 11 <br />District base tax rate; identification of responsible parties for <br />environmental remediation and reflection of such in acquisition <br />documents and pricing; and TCE groundwater analysis to-date <br />and remediation. <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately $:43 p.m. <br />and reconvened at $:50 p.m. <br />6. Discuss Draft Council Rules of Procedure <br />Noting areas of consensus and lacic thereof, Mayor Klausing <br />opined that revisions to the proposed Roseville City Council <br />Rules of Procedure needed to be voted up or down, amended or <br />eliminated. <br />Councilmember Schroeder requested written comments be <br />provided to staff and fellow Councilmembers from Mayor <br />Klausing and Councilmember Maschlta to determine further <br />consensus items. <br />Councilmember Kough concurred; and requested discussion time <br />for several items at tonight's meeting. <br />Mayor Klausing advised that prior to Council action, public <br />comment would be received as appropriate. <br />No action was taken. <br />7. Discuss City Council Goal Setting <br />City Manager Beets reviewed Department Head identification of <br />"Big Issues" for the City in 2006 and beyond, and requested that <br />the City Council prioritize individually and return those to staff; <br />followed by calculation of Council aggregate priorities and <br />perspectives as the staff begins initial work, on a department <br />level, on the 2006 Budget. Mr. Beets noted that a ranl�ing <br />structure could then be used for discussion purposes and <br />reflection of City Councilmembers. <br />Councilmember Mascl�I{a opined that, beyond budgetary <br />parameters, there were global issues that needed review (i.e., <br />housing) and a worlc program needed to be developed for the <br />Discuss Draft <br />Council Rules of <br />Procedure <br />Discuss City <br />Council Goal <br />Setting <br />
