City Council Study Session — 04/18/OS <br />DRAFT Minutes - Page 12 <br />remainder of the year. Councilmember Maschka further opined <br />that this was a good start, but �u��.�x discussion and refinement <br />was needed at a future Study Session. <br />Councilmember Schroeder requested fiarther clarification and <br />description of some items listed in the priority list; with Council <br />consensus that individual Councilmembers seek further <br />clarification directly from staff, rather than additional staff <br />presentations at a Council meeting. <br />Discussion included definition of the ranking system and <br />process; and further need to define additional issues individually <br />prior to group ranking. <br />Councilmembers agreed to provide staff (Margaret) with their <br />individual comments and priorities by April 27, 2005 to allow <br />staff to compile a comprehensive listing for further Council <br />consideration. <br />8. Discuss Sale of City Property <br />Mayor Klausing referenced the legal opinion rendered by the <br />City Attorney, dated April 13, 2005, related to disposal of <br />surplus or excess City property, and requested a summary from <br />City Attorney Anderson. <br />City Attorney Anderson provided an overview of their <br />determination of when City Council authorization was required <br />for sale of surplus City property, specifically legal thresholds in <br />terms of dollar value, based on state statute in general, statues <br />related to Statutory B cities, and City ordinance; in addition to <br />real estate. <br />Councilmember Kough opined the City Council needed to be <br />more involved in determining disposal, even if the City Manager <br />was given discretion, with the City Council serving as caretakers <br />of public property. Councilmember Kough provided a bench <br />handout entitled, "Proposed Resolution by Councilman Tom <br />Kough, April 18, 2005, Disposal of Surplus or Excess City <br />Property;" for Council consideration.
