City Council Regular Meeting — 04/25/OS <br />DRAFT Minutes - Page 8 <br />Mr. Kysylyczyn spoke to his review of City Council <br />meeting minutes related to the positions held andlor <br />changed by individual City Councilmembers, noting that he <br />had prepared copies for public information. <br />Mr. Kysylyczyn questioned proposed changes to the City <br />Council's Rules and Procedures, and whether if only <br />Roseville citizens were allowed to speak, if that didn't <br />exclude business and/or property owners, citizens or <br />officials from adjacent communities, parents of area <br />students, or others with an interest in the community. Mr. <br />Kysylyczyn opined that anyone having an interest in <br />Roseville issues should be allowed to speak, no matter their <br />residency, to avoid negative reflections on the direction and <br />impression of the City of Roseville. <br />Mr. Kysylyczyn concluded by opining he was a proponent <br />of Town Hall meetings, but encouraged the City Council to <br />move in the direction of the City of New Brighton and their <br />experience in holding Town Hall meetings, not as part of a <br />regular business meeting, but in a neighborhood format. <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee opined that tonight's meeting was not a <br />Town Hall meeting, but an extension of public comment. <br />Ms. McGehee concurred with comments spoken by others <br />tonight in opposition to the Twin Lakes Redevelopment <br />project, opining that additional square footage for more <br />retail had already been voted on by the City. Ms. McGehee <br />spoke to the assurances provided by Target regarding their <br />building and its aesthetics, rather than what was being <br />evidenced by construction, public and pedestrian safety <br />issues not being addressed at the Target site; and additional <br />considerations at Rasedale Shopping Center with the <br />proposed addition. Ms. McGehee questioned the validity <br />of Council decisions and their abuse of public funds. Ms. <br />McGehee concluded her comments by reiterating her <br />opposition to the Twin Lakes proposal. <br />Mayor Klausing closed the public comment portion of the <br />
