8. As approved by the Council as an addition to the City benefits package <br />effective Ul/04 the IUOE has voted to also enter into the post erz�ploymer�t <br />health care savings plan effective 11�105. <br />9. With the acceptance of the career development plan in the 2004 contract the <br />deletion of the old step requirements from contract is necessary as they no <br />longer apply and not a contract item. The career developmental training is <br />proposed in the 2005 budget for $10,000 and will be requested at the same <br />amount for 2006. <br />10. The City and the IUOE agree to continue to discuss a Paid Time Offprogram <br />which would combine sick and vacation time into one bank of usable time. <br />Should the City Council approve this program and the I�� �� wish to <br />implement it, the contract would be re-opened in order to do so. <br />Financial Implications <br />To provide an across the board wage increase to all City staff (equal treatment for all) of <br />an additional 1%effective 7/1/OS will cost an additional $45,000 citywide in 2005. There <br />are ample funds available in the contingency budget to cover this. For 2006, the Council <br />would have to budget sufficient funds to meet the collective bargaining agreement's <br />terms described above. <br />Council Action Requested <br />A Motion approving the proposed terms and conditions for the 2005-2006 collective <br />bargaining agreement with the 49ers, directing the City staff to prepare the necessary <br />documents for execution subject to City Attorney approval as to legal form, and <br />approving an additional one per cent cost-of-living allowance effective July 1,2005 for <br />all non-union city employees. <br />
