.��#at�u�'aI: <br />� <br />REQUEST FOR COUNCIL ACTION <br />Manager Reviewed: <br />- -� <br />���� <br />Item Description: Award Bid for Victoria Street Storm Sewer <br />DATE: 5/09/OS <br />IT�IV� NO.: 3.h <br />Agenda Section: <br />�'1��7���:7[ <br />Background: Last year the City reconstructed a portion of the sanitary sewer adjacent to <br />Victoria Street in anticipation of a Ramsey County resurfacing project. In May 2004, the County <br />decided to postpone their resurfacing proj ect until this year due to scheduling problems. We <br />have also anticipated resolving some ongoing drainage issues in conjunction with the county <br />resurfacing proj ect. <br />Victoria Street is a rural cross section street with runoff conveyed through drainage ditches. <br />Over the years these ditches have filled in with sediment. The County had anticipated some <br />regrading in these ditches as a part of their project, but we have identified three areas where <br />regrading would not correct the problem. <br />The fi�retl is located just south of Brenner Avenue. Currently there is a pipe that conveys the <br />Victoria Street runoff directly into the backyards of the property owners on Brenner Avenue. <br />This was installed by a private property owner over 40 years ago. In the last 5 years, houses have <br />been constructed on these lots and they are experiencing property damage and erosion issues as a <br />result of this drainage. The project will extend storm sewer from Brenner south to collect this <br />runoff. <br />The second is located at Millwood Avenue. The Victoria Street runoff drains around the corner <br />and down Millwoad to the street low point. This low area does pond water during an intense rain <br />event, the additional runoff from Victoria Street exacerbates this. The project will extend a catch <br />basin lead to collect this runoff. <br />Finally the third area is located just to the south of Woodhili Street. There are three single family <br />homes that have driveways off Victoria. All three have very flat front yards with mature trees. <br />The runoff from Victoria Street and their front yards ponds on the shoulder and boulevard area <br />and has been a drainage concern for these residents for a number of years. There is not sufficient <br />right- af- way to grade a ditch to convey the runoff. This proj ect would convey the runoff via <br />pipe to connect to the City storm sewer system. <br />
