Department Approval: <br />� �. �� <br />REQUEST FOR COUNCIL ACTION <br />Manager Approved: <br />- �,� -, <br />� �� ��Y� � <br />Date: 5/9/2005 <br />Item No: 3.j <br />Agenda Section: <br />-�� Consent <br />Item Description: Consider Approving Joint Powers Agreements with the City of St. Anthony <br />Background <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint <br />powers agreements (JPA) for the joint exercise of powers that are common to each. Over the <br />past several months, the City of St. Anthony and the City of Roseville have held on-going <br />discussions in regards to the sharing of information technology and telephony support. <br />The City of Roseville currently employs four full-time employees to administer the City's <br />in�arm�tion systems. The City tnaintair�s joint powers-agreements with thirteen (13) <br />municipalities and public agencies to provide similar support. The proposed JPA's with the City <br />of St. Anthony is similar to the other Agreements in both structure and substance. <br />Discussion Items <br />In an effort to ensure adequate information technology support, the City of St. Anthony wishes to <br />engage the City of Roseville in a joint powers agreement. Staff believes that the City of <br />Roseville can provide the technical support desired by the City of St. Anthony without <br />compromising services to Roseville. <br />The attached JPA's has been approved by the City of St. Anthony and is awaiting approval from <br />the Roseville City CounciL The City of St. Anthony has requested two separate agreements; one <br />for IT support services, and one for telephony services, to allow them the flexibility to track and <br />recover costs with each service. <br />Budget Impact <br />Both the existing and proposed JPA's provide non-tax revenues to support City operations. The <br />hourly rates charged to other cities are approximately twice the total cost of the City employee <br />(yet substantially lower than could be obtained from private companies — hence the value to <br />other cities is greater). <br />There is no immediate budget impact. The presence of these JPA's along with existing budgeted <br />revenue sources is sufficient to fund the City's personnel and related information systems costs. <br />Council Action Requested <br />Approve the attached Joint Powers Agreements with the City of St. Anthony for the purposes of <br />providing information technology and telephony support. <br />
