5.2 Rosedale is a regional shopping center that is broken into numerous parcels which are <br />owned by the major anchors and by the central mall owners. The central mall owners <br />Prime Property Fund, LLC and agent Jones Lang LaSalle are in the process of purchasing <br />the Mervyn's building and associated land to redevelop per the attached plans. <br />53 Rosedale Center has a Comprehensive Land Use Map designation of Shopping Center <br />(SC) and a zoning designation of Shopping Center (SC). Although most of the more <br />detailed requirements within the SC District will not apply to the Rasedale expansion, the <br />proposal is considered a major modification to the established (January 1,2000) Planned <br />Unit Development requiring an approved amendment. <br />5.4 Specifically, the proposed 182,386 sq. ft. replacement and expansion encompasses 2 and <br />3 levels (floors) of new construction. The proposal includes razing the former 170,000 <br />sq. ft. 3-story Mervyn's structure and replacinglexpanding the current footprint with: a 2 <br />and 3 story structure of retail shops, restaurants, and a bookstore addition encompassing <br />102,839 sq. ft.; a separate single story (below theater) of retail shops structure <br />encompassing 20,869 sq. ft.; and a 58,678 sq. ft., 2,500 seat, 14 screen, theater (above <br />retail shops). <br />5.5 The design has the retail sl�ops/theater structure separated from the larger retail shops <br />structure via an exterior plazalstair comdor which provides pedestrian linkage from the <br />lower level north parking lot to the upper level south parking lot and transit hub. The <br />elaborate plaza extends from the existing east �iP�cr level main mall entrance at Big Bowl <br />and Romano's Macaroni Grill, easterly to the transit transfer and waiting area. A large <br />open plaza area is proposed between the two structures that includes a stairlelevator <br />corridor. The plaza also extends to the lQ��r level shops from the existing mall entrance <br />at Green Mill, easterly to the shops below the theater. <br />5.6 The proposal does not require additional public infrastructure (watermain, san�tary <br />sewer). However, existing private watermain, and sanitary sewer will need to be <br />relocated. <br />5.7 A storm water management plan encompassing the area of disturbance is required and <br />must be reviewed and approved by the Rice Creek Watershed (RCWD) and be consistent <br />with the City Code. The proposal currently includes a sto�a. management pond adjacent <br />to County Road B2 at the Mervyn'slH�rberger's access and an underground pipe gallery <br />system. The pipe gallery system is proposed as a means to meet the development's storm <br />water management requirement and will store underground parking lot runoff to eliminate <br />contaminants. Drainage will be disbursed into the existing system via a direct pipe <br />connection. Annual maintenance is required by the RCWD on this new approach to the <br />water storage and quality system. <br />5.8 The proposed improvements will include more colorful building materials consistent with <br />the City Code (Section 1010, Design Standards) including brick, stone, rock-faced color <br />impregnated block, E.EI.S., and metal. <br />PF3608_RCA_Pinalbevelopment_050905 Page 3 of 13 <br />
