However, given their proximity to one another, the Metro Transit <br />park-and-ride lot and the theater should be separated from the mall mix of retail shops <br />and restaurants and granted joint parking status. The park-and-ride lot is primarily a <br />daytime use, while the theater is a night time use. <br />6.6 As determined by the City Planner, because of the ability to share or jointly use spaces, <br />the parking requirement for the theater should be reduced by as many as 425 parking <br />spaces because of its night-time peak demand. Similarly, the 350 to 400 stall park-and- <br />ride lot should share many of the peripheral parking spaces (beyond the ring road) given <br />the limited weekday day-time peak parking demand. <br />TRANSIT <br />6.7 The Roseville Comprehensive (Section 5, pages 13 — 20) incorporates the Rosec�ale <br />transit hub and park-and-ride and an integral part of the Comprehensive Plan's transit and <br />transportation system. Major changes or the elimination of this system would require a <br />change to the City's Comprehensive Plan and would require Metropolitan Council <br />approval. <br />6.8 Specifically, Section 5— Transportation of the Roseville Comprehensive Plan states: <br />The �osedale Shopping Cente� se�ves as a majo� t�ansit hub fo� the Met�o Council fixec� <br />bus �outes. The hub was c�eated by the City at the initiative of the Regional T�ansit <br />Boa�d (RTB) (this since has become Met�o T�ansit). Kosedale is a typical t�ansit hub <br />facility. It consists of a bus staging a�ea, two passenge� facilities, and a pa�k-and-�ide <br />lot". "The Rosedale hub is the focal point fo� subu�ban t�ansit se�vices, and links these <br />se�vices to the two downtowns and to othe� subu�ban a�eas in the �egional t�ansit system. <br />This hub is the 5`�� busiest in the Met�opolitan A�ea with 536 bus t�ips daily (2001). <br />6.9 Subsection H(Transit and Travel Demand Management) states: The Rosec�r�le <br />Shopping Cente�functions as a t�ansit hub fo� all MTC, Unive�sity of Minnesota and <br />community ci�culato� buses. It p�ovides a 300 parking space pa�k-and-�ide facility, <br />which although sizeable, is inadequate to meet the needs oft�ansit �ide�s using this majo� <br />t�ansit hub.
