It is our intention to have this letter of agreement in place in time for the final <br />approval (meeting). <br />Condition 9.1.c <br />Review and approval of the traffic study and proposed access improvements by <br />the Ramsey County Traffic Engineer, MnDOT, the City, and Metro Transit. <br />The extent of this revised proposed development is, in essence, only a 10,000 sf <br />expansion of the existing center, only a.l% increase in overall GLA (gross leasable <br />area). Nevertheless, consistent with our previous submittals our traffic engineer, <br />Parsons, has submitted a memo, based upon the data gathered from previous surveys, <br />analyzing the trip generations for this revised development. The city's traffic <br />consultant, SEH, has reviewed the submittal, made a comment relative methodology — <br />ITE Trip Generation Manual, and accepted the revised counts. <br />An additional memo will be submitted with this application noting the proposed <br />improvements to be made to mitigate the traffic generated by this development. We <br />have conducted a number of ineetings with the agencies noted in the condition and <br />have concluded that there is no common consensus with regards to a complete long <br />terinlrange program. Thus our submittal addresses the immediatelshort term concerns. <br />Again, this is an appropriate direction due to the relative modest size of the <br />development and its impact on traffic. However, it should be noted here that the City <br />has the ability at any time to make any road improvements and assignlassess the costs <br />to the property owners that benefit from these improvements through property tax <br />assessments. <br />Condition 9.1.d <br />Completion (City, County, Rosedale) of the worlc necessary to create a safe, <br />accessible, clearly marlced, and signed pathway system on the south side of County <br />Road B-2 and through the �arkingltraf�c movement areas that will improve <br />pedestrian access to the mall, lifestyle center, and theatre. <br />From the intended pathway, the plans submitted illustrate the sidewallcs and crosswallcs <br />on the property providing pedestrian access from the pathway to the proposed <br />development. Moreover, pursuant to the plans provided, the owner will agree to <br />provide the easement necessary to accomplish this scope item. In fact the <br />
