Conduct a Public Hearing for the Lake Owasso Water Ski <br />Jump and Consider Recommending that the Ramsey County <br />Sheriff Issue a 2005 Permit <br />City Manager Beets advised the City's purpose in holding the <br />Public Hearing was to hear from the public and share comments <br />with the Ramsey County Sheriffs Office related to issuance of <br />the permit. <br />Mayor Klausing opened the Public Hearing at 8:14 p.m. <br />Steve Youngquist, 391 S Qwasso Boulevard (Association) <br />Mr. Younquist addressed the Association's safety objectives <br />during its 40-year tenure; and their desire and history of being <br />good neighbors, using self-imposed start time restrictions less <br />lenient than those of the Department of Natural Resources <br />(DNR). <br />Mr. Younquist noted that the rationale for the location of the <br />water ski course, as previously addressed during public <br />comment, was due to prevailing winds; and advise there were <br />permanent anchors for the course. <br />Mr. Younquist noted the Association's volunteer service in <br />training and helping competition for Courage Center through <br />their program.
