REQUEST FOR COUNCIL ACTION <br />DATE: 5/9/05 <br />ITEM NO: 8. <br />Jr �rkrri� il� � �r���� M � ���� r Fi��+i ��'�d : . .��� � a SeCti�n : <br />�� �5�� ������� <br />[tem Description: Authorization to Develop Plans, Specifications and Advertise <br />for Bids for the Repair and Upgrades of the Refrigeration <br />System at the Roseville Skating CenterlQVAL. <br />BACKGROUND <br />On March 21 the City Council approved moving forward with an engineering study <br />at the Roseville Skating Center. On March 22 the technical task force met with <br />Scott Ward from Stevens Engineering to outline details for the report. The analysis <br />and evaluation report is complete and attached for your review. The technical task <br />force has reviewed the report for completeness. Recommendations included in the <br />report are that step #5 (the changeover to a plate and frame system) for various <br />outlined reasons will not be practical. Step #6 (tying the Arena and OVAL <br />refrigeration systems together) is considered to be physically practical and may <br />need further study when considering the upcoming indoor arena project. As a part <br />of the evaluation the entire refrigeration system was also considered for necessary <br />repairs and upgrades, some due to the fact that the system has not been <br />operating, others to improve efficiencies. There will be a need for repairs to other <br />peripheral equipment or support structures that have been affected by corrosion. <br />Those repairs and upgrades will be included as alternates in the next step of the <br />approved engineering proposal, which is the bid package and advertisement. <br />�I��� s��a�,� �ck�r��la�� has been completed #:� �I�� ����i (Chiller Barrel) itself in <br />s��r�r� � locations and it is ��a5rrn, it to be 3€� � condition with the . <br />thickness ��adi���������t��+� �+�t� t�� m�n��a��ure�' ri�Fn,�i sp Gi�❑�� R# is <br />�Is� �r��i���� i'r :I recommendations �t��� ��� <br />It has been determined that the brine in the closed loop system is contaminated <br />with ammonia and will need to be replaced. <br />It is extremely important to understand that the estimated time frame for the <br />repairs is very close up against next season already and timing for authorizations <br />are critical (attached is the estimated time schedule provided by Stevens <br />Engineering). As well, the longer the mechanical system sits without operating <br />the more unforeseen mechanical challenges can be anticipated along the way. In <br />any renovation project we need to be prepared for unforeseen circumstances. <br />
