City Council Study Session — OS/16/OS <br />DRAFT Minutes - Page 11 <br />Councilmembers unable to attend. <br />City Attorney Squires suggested that the City Council, as a <br />matter of philosophy, agree that where three members of the <br />Council are in agreement with the concept of a regular or special <br />Council meeting, including Work Sessions, then those should be <br />videotaped in an effort to set standards for staff to follow. <br />Mayor Klausing noted that when 3 Councilmembers were <br />together discussing City business, that was an o�ficial meeting of <br />the Council. <br />After further discussion, it was the consensus to take no action at <br />this time, directing staff and the City Attorney to clarify <br />language indicating the Council intent and providing clear <br />direction to staff. <br />Effective Date <br />After discussion, it was the consensus that the Rules of <br />Procedure will remain in effect until amended by a subsequent <br />Council. <br />5. Discuss Westwood Village Shoreland Grant Application Westwood Village <br />City Engineer Deb Bloom presented several partnership Shoreland Grant <br />opportunities with various private property owners and agencies Application <br />within the community. <br />Westwood Village ITI Town Homes <br />Ms. Bloom reviewed this project with 38 property owners on the <br />north side of County Road C between Da1e and McKubin Streets <br />to stabilize the shoreline along a City storm water pond under <br />easement with the association. Ms. Bloom noted that the <br />Ramsey ConservationDistrict had contracted with the Minnesota <br />Conservation Corps to perform the work this June, with an <br />estimated total project cost of $12,000; and the City's proposed <br />contribution of $2,000. Remaining funding is to be through the <br />Ramsey Conservation District; the Westwood Village III <br />Homeowner's Association; and a Department of Natural <br />Resources (DNR) grant. Ms. Bloom noted that the City would <br />be up-�iron�ing some construction costs subj ect to reimbursement <br />within a month or so. <br />
