City Council Study Session — 05/16/05 <br />DRAFT Minutes - Page 12 <br />Councilmember Schroeder suggested another source for staff to <br />contact regarding planting materials (i.e., Ramsey/Washingtan <br />County Corrections Department). <br />Discussion included allocation of funding from the City's <br />Stormwater Utility Fund; and agreement of homeowners for <br />future maintenance of a 20' buffer. <br />County Road B/Cleve�and Landscape Planting <br />Ms. Bloom noted that residents had approached the Minnesota <br />Department of Transportation (MnDOT) to install various plant <br />materials (i.e., lilacs, shrubs and vines) along a fence line <br />between the freeway off-ramp and private properties. Ms. <br />Bloom noted that this would include Buckthorn eradication, and <br />was to be an Eagle Scout project, with planting to begin in early <br />June of this year. Ms. Bloom noted that the City's participation <br />would include tilling the area; providing hauling of planting <br />materials and compost, with labor for installation and annual <br />maintenance to be provided by the neighborhood and Boy Scouts <br />with MnDOT providing the plant materials. <br />Discussion included future constructionplans at that intersection, <br />with no disruption anticipated when signal work is begun and <br />additional turn lane installed. <br />Bayview Drive <br />Ms. Bloom noted that this is a partnership between the City and <br />property owners in a private drive along Lake McCarrons, <br />involving five homes and attempts to stabilize a private driveway <br />and redirect drainage through regrading of the private drive and <br />directing storm water toward South McCarrons Boulevard and <br />into an existing sedimentation trap to eliminate direct discharge <br />into the lake. <br />Discussion included proposed cost for the City's portion and <br />concrete gutter (estimated at $12,000); location of wetland; <br />source of funding from the City's Storm Water Fund; and <br />NPDES credits. <br />
