City Council Study Session — 05/16/05 <br />DRAFT Minutes - Page 14 <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn suggested a fourth option identified by the I- <br />35W Corridor Coalition in a traffic survey and their <br />determination that an extension of eastbound I-35W to Snelling <br />would alleviate a major bottleneck; and would be an expansion <br />through a cornm�rciallindustrial area, thus not creating a need for <br />noise wa11s. Mr. Kysylyczyn recommended that the City <br />Council discuss this option with Mr. Pafko of �VInDOT. <br />There was no consensus to pursue this expansion further at this <br />time. <br />Doug Root, 2468 Hamline Ave. <br />Mr. Root provided a Bench Handout, formerly provided to the <br />City Council as an e-mail attachment and entitled, "Draft <br />Resolution regarding Highway 36 prepared for the Roseville City <br />Council Study Session, May 16,2005." <br />7. Discuss Amending the City's Utility Fee Discount Program <br />Finance Director Chris Miller advised of staffs contact by <br />representatives of the Applewood Pointe Senior Cooperative, an <br />owner-occupied, multi-family housing building, inquiring <br />whether they would be eligible for the City's Utility Fee <br />Discount Program. Mr. Miller noted that the program is <br />currently offered to single-family homeowners; and sought <br />Council direction as to whether they wished to expand the <br />program to allow eligibility for seniors in multi-family settings. <br />Mr. Miller noted that this also opened up discussion for a review <br />of public policy issues: the program's original objective and <br />whether it had been achieved; the public assistance nature of the <br />program and whether it was suitable on a municipal level or <br />through another form of government or agency; whether the $36 <br />annual discount made any difference economically; and <br />qualifications of recipients through an "honor" system and the <br />accuracy of information provided. <br />Discussion included potential for those in town homes qualifying <br />if they were on a separate utility meter; availability of various <br />programs through County, State and Federal agencies; original <br />intent of program to provide incentive for homeowners to <br />connect to the City's infrastructure; application to retirees, but <br />Utility Fee <br />Discount Program <br />
