City Council Study Sessio� — 05/16/05 <br />DRAFT Minutes - Page 15 <br />not to young families and restrictions to property owners; and not <br />addressing issues to assist young families toward home <br />ownership. <br />Mayor Klausing spoke against expansion of multi-unit facilities <br />for those reasons identified and outlined by Mr. Miller in the <br />staffreport dated May 16,2005. <br />Councilmember Maschka concurred with Mayor Klausing's <br />comments. <br />Councilmember Schroeder concurred; and opined his preference <br />for elimination of the program completely. <br />CouncilmemberIhlan spoke in support of expanding the program <br />to multi-family units if it was left in place; opining she would not <br />support cutting any benefits to citizens or eliminating the <br />program at this point no matter how minimal a$36 annual credit <br />appeared, with the Council considering providing $40 Million in <br />TIF to a private developer as part of the proposed Twin Lakes <br />Redevelopment proj ect. <br />Councilmember Kough spoke in support of the program <br />continuing as an advantage for resident senior citizens. <br />Mr. Miller was directed to report the Council's majority opinion <br />to representatives of the Applewood Pointe Senior Cooperative, <br />of not supporting provision of the discount to multi-family units. <br />The Council chose to not discuss further the public policy <br />implications of continuing the discount program. <br />John Abeler <br />Mr. Abeler requested time to restate his comments regarding <br />elimination of the program, but Mayor Klausing did not entertain <br />public comment at this time, noting that Mr. Abeler had spoken <br />to this issue at the recent Cammunity Town Ha11 meeting at the <br />National Guard Armory. <br />8.
