City Council Study Session — 05/16/05 <br />DRAFT Minutes - Page 20 <br />Mayor Klausing opined that, even if the City Council had <br />the authority to proceed with a referendum, it would be a <br />bad idea. <br />9.b "U�datelDiscussion of Status of Park Property <br />Designated as part of Twin Lakes Development" <br />Community Development Director Dennis Welsch <br />provided information, at the request of Councilmember <br />Ihlan, on the origins in 1994 of the city-owned storm water <br />pond facility west of 2785 �airview and adjacent to <br />Langton Lake Park. Mr. Welsh noted that this was not a <br />park parcel, but open space, and part of the City's ongoing <br />storm water management system, similar to numerous <br />others identified in the city. <br />Councilmember Ihlan thanked staff for the report; but <br />questioned whether the parcel would remain city-owned or <br />be purchased by a prospective developer. <br />Councilmember Ihlan opined that the City should be <br />currently involved in an ongoing planning process for <br />Langton Lake Park, rather than waiting; and questioned the <br />presence of dumpsters and trash along the edge of the pond <br />and the ownership of the property. <br />Mr. Welsch noted that the status of the property was part of <br />why a redevelopment was being sought to assist in clean up <br />of such issues as those identified by Councilmember Ihlan. <br />Councilmember Ihlan opined that this had nothing to do <br />with redevelopment, but represented a code enforcement <br />issue for the City. <br />Al Sands, 2612 Aldine <br />Mr. Sands presented various city maps from several <br />departments, alleging that inconsistencies existed in the <br />maps as to proper identification of the parcel as parks <br />andlo� open space; and noted zoning definitions related to <br />open space and storm water sewer pond designation. <br />Status of <br />Park Property <br />Designated as part <br />of Twin Lakes <br />Development <br />� <br />� <br />
