ATTACHMENT 15 <br />Taslc Force Meeti�e, Minutes <br />Jill Ar�fang reported on the response to the on-line petition — 1170 + signatures to date <br />from all over ���r world, with a large portion coming from Roseville. Jill also reported on <br />the e-mail box that has been set up for public input — most taslc force members are <br />receiving these responses via their own e-mail — afew bugs to worlc out yet. Also, a boolc <br />is being compiled of all the e-mail input and any references to the OVALISkating Center <br />in the local press. Jill also reported that anyone providing input via e-mail is receiving <br />confirmation of their input. <br />Scott and Lonnie reported that on March 21 the city council approved the $28,500 <br />requested to begin engineering assessment of the problem and that the engineering taslc <br />force met the next day. Some of the members of the engineering taslc force are Lonnie, <br />Brad, Carl Sannes, a retired Xcel engineer and former president of Midway speedslcating <br />club, and Tom Kough, a city council me�nbe�r with engineering lcnowledge. The city has <br />applied for an Xcel Energy rebate on the engineering study and may be eligible to receive <br />up to 50% rebate (of the $28,500). The taslc force has worlced to identify the issues, loolc <br />at methods to better monitor and manage the facility, and will also loolc at the possibility <br />of tying the arena and OVAL systems together (option S}and replacement of the tube <br />system with a frame and plate system (option 6). Lonnie hopes that the engineering taslc <br />force will be ready to report to the city council in about one month what their analysis has <br />shown, if options 5 andlor 6 are feasible, and if not, to begin to develop plans and get city <br />council approval to advertise for bids. The bid system will be sealed bids, preliminary <br />scheduling shows that if the decision is to re-tube the OVAL chiller the worlc should be <br />completed right around the usual opening time for the OVAL in Nov. Much will depend <br />on the bidding process, the availability of materials and the timing afthe job. The <br />question was aslced about the nuir�ber of companies slcilled in re-tubing and how many <br />bids could we expect and Lonnie reported that there are significant numbers of <br />companies qualified so we can expect a good bidding process. Lonnie will provide an <br />engineering taslc force update to our taslc force at each meeting. <br />We then heard from bandy, figure skating and open skating about how each group uses <br />the �VAi,I arena facility. <br />Bandy uses as much ice as possible during the winter season. During the late 1980s early <br />90s there were as many as 3 bandy rinlcs in the metro area but the OVAL has been the <br />only refridgerated rinlc and has been preferred for its :"guaranteed ice". This past season <br />the city of Mpls. froze a natural rinlc at Keewaydin Parlc in south Mpls. The number of <br />bandy teams has declined during the 90s because of the loss of rinlcs but with a growing <br />youth program and recognition as an Olympic sport it is anticipated to grow. Bandy uses <br />the OVAL for adult league play, national team practices for both men and womet�, youth <br />bandy and a recreational league. <br />Figure slcating uses only the indoor arena because of specific ice needs. Roseville Parlcs <br />and Rec. also operates a slcating school coached mostly by members of the figure slcating <br />club. The figure slcating club rents about $100,000 worth of ice every year averaging 3 <br />hours per day in the summer down to 1 hour in the winter because of ice demands by <br />hocicey. It was noted that the anticipated closure ofthe Columbia Arena will put more <br />pressure on indoor ice at the Roseville arena. The figure slcating club also uses the fitness <br />room for exercise and dance practices. The annual slcating show was also mentioned, <br />exact figures of how much revenue the show generates were not available — but it is a <br />great experience and something our city deserves to be extremely proud of. <br />ATTACHMENT 15 <br />Taslc Force Meeting Minutes <br />
