ATTACHMENT 15 <br />Task Force Meetine Minutes <br />May 12, 2005, Skating Center Task force meeting #6 <br />Agenda change: Jill Aniang schedule conflict, Mindy Greiling present at meeting <br />Events: Jill presented the staff outline of events at the skating center. <br />Iceseason: <br />during the ice season the OVAL ice is booked during every non-school <br />hour by speedskating, hockey, bandy and open public skating. <br />Off season: <br />during the "off season" (summer) there is no large user group that <br />regularly books use of the OVAL surface, <br />a survey of teens in Roseville showed that the OVAL was the primary <br />"hang out" spot for local teens (library #2) <br />OVAL surface is used primarily for community events — many centered <br />around Rosefest, i.�. Run for the Roses, Roll for the Roses, Rosefest parade, <br />OVAT,Teen fest,etc. <br />historically, other events have been attempted, i.e. city wide garage sale, <br />city SOr� anniversary celebration, car show, concerts, aggressive skate <br />competitions, <br />None of the off season events have been revenue producers. <br />Staff has looked into other potential uses: basketball tournaments, farmers <br />market, more concerts, climbing wall. <br />While considering potential uses it is necessary to look at the interaction <br />of new uses with what is already taking place at the OVAL, impact on the <br />concrete surface, staffing, neighborhood impact and other variables, which makes <br />it difficult to assign a dollar amount to potential uses. <br />Removing the aggressive skate park is considered a"minus" to the <br />community — note above: �� :"hang out" for teens. A fee increase for aggressive <br />skate park use would probably lead to a loss of users — other communities have <br />created Tier I skate parks. Roseville was leader in creation of skate parks, but <br />now has to compete with more than 50 other parks in the metro area, most are free <br />(Tier I parks do not have to carry additional insurance, Tier I E(Roseville) has to <br />carry $4,000 insurance rider, our closest "competition" is Third Lair skate park in <br />Golden Valley, also a Tier 1� park. Roseville businesses were supportive of <br />creation of skate park — less wear and tear on curbs, sidewalks, railings, parking <br />lots surrounding businesses. Skate park business has been increasing in the past <br />few years, private skate parks have not been able to compete with Tier I free <br />parks, Roseville use has remained steady at approximately 25 users per day and <br />may see some benefits as more private parks close. <br />Inline speedskaters are other user group in the summer, holding Wed. <br />night events and training sessions. <br />Revenue for the skate park is about $15,000 per season — covers cost of <br />staffing, doesn't cover insurance and storage cost, overall cost to the city is <br />$10,000 for skate park. Closing the skate park to save $10,000 would only cover <br />4% of the $250,000 projected shortfall, but would significantly impact a key <br />ATTACHMENT 15 <br />Task Force Meeting Minutes <br />
