City Council Regular Meeting — 06/13/OS
DRAFT Minutes - Page 15
proceed; Councilmember Kough was not interested due to time
constraints; Councilmember Ihlan, pending additional review of
the responsibilities of the role would consider appointment; and
Mayor Klausing was not interested due to time constraints.
Staff was directed to advise Councilmember Ihlan of the Board's
next meeting, to allow an opportunity to observe the Board and
further determine her interest in serving.
No action taken.
11. Consider Citizen Poll on Tax Increment Financing
Ihlan moved, Kough seconded, prior to any Council action on
Rottlund's application for tax increment financing (submitted
April 1, 2Q05), or any Council action to create Tax Increment
Financing (TIF) Districts for the Twin Lakes Development, the
City shall conduct a scientific community poll to determine
citizen support for, or opposition to, the City's use of TIF for
Rottlund's proposed Twin Lakes project. The poll shall be
designed and conducted or supervised by an independent, neutral
third party. All costs for the poll shall be paid by Rottlund.
Councilmember Ihlan spoke in support of the motion, given
additional research she had received through her involvement in
the Ramsey County League of Local Government (RCLLG)
Organization; and the use of scientific polls to determine public
support for use of public monies for large and specific projects.
Councilmember Kough questioned the timetable for completing
a public survey and the process involved.
Mayor Klausing observed that, in the past, there had not been
support for a larger citizen survey that, he opined, would have
been helpful in designing overall City policy; and questioned the
purpose of the survey since, whether popular opinion or not, the
City Council appeared to have already taken their positions,
based on their interpretation of what was best for the community
long-term.
Councilmember Ihlan reiterated her support for the motion from
a policy-making standpoint.
Consider Citizen
Poll on Tax
Increment
Financing
