City Council Regular Meeting — 06/13/OS <br />DRAFT Minutes - Page 16 <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn spoke in support of Councilmember Ihlan's <br />proposal for a focused survey, rather than a comprehensive <br />survey. <br />Roll Call <br />Ayes: Kough and Ihlan. <br />Nays: Maschka and Klausing. <br />Motion failed. <br />12. Consider Payment of Twin Lakes Consulting Fees <br />Ihlan moved, Kough seconded, that before the Council takes any <br />action on Rottlund's application for Tax Increment Financing <br />(TIF), submitted April 1, 2005, or approves any redevelopment <br />or other agreement that includes TIF, and before the Council <br />takes any action to create TIF Districts for the Twin Lakes <br />development, Rottlund shall reimburse the City in full for all <br />consultants employed by the City to review the proposed project <br />and its financing, as required under the City's TIF Policies and <br />application procedures. Rottlund shall be required to pay all of <br />the City's consulting costs relating to the proposed project, <br />including but not limited to legal, accounting, appraisal, <br />financial, engineering, architectural, and other consultants, <br />whether or not the project is constructed. <br />Councilmember Ihlan substantiated her support of the motion by <br />reviewing the City's TIF Application completed by Rottlund <br />Homes; questioning the City Council's authority to disregard the <br />document. <br />Dan Roe, 2100 Avon Street <br />Mr. Roe requested information on what past practice had been <br />related to the City's TIF Policy and applications; and when <br />payment had been enforced with a developer, on a pay-as-you-go <br />basis or when resolution was finally determined. <br />Community Development Director Dennis Welsch responded, at <br />the request of Mayor Klausing, that only two Districts had been <br />created to-date since the TIF Policy had been enacted in the <br />1990's; one for the School District, and one for the John Allen <br />project; with the City picking up proportionate shares in each <br />Consider Payment <br />of Twin Lakes <br />Consulting Fees <br />
