City Council Regular Meeting— 06/13/OS <br />DRAFT Minutes - Page 18 <br />opined his need for additional information. <br />Mayor Klausing noted the recently held Executive Session to <br />update the City Council in addition to the confidential City <br />Manager updates received periodically related to the case. <br />Mayor Klausing refocused the discussion on the proposed <br />motion by Councilmember Ihlan, rather than pending litigation, <br />suggesting that City Manager Beets could provide a separate <br />manager's report if Councilmember Kough felt he needed <br />additional information. <br />Councilmember Ihlan spoke in support of the relevance of <br />Councilmember Kough's request regarding pending litigation <br />and implications to the proposed Twin Lakes development and <br />pending Council action. <br />Additional discussion involved rights-of-way issues, easements <br />and proposed vacations of parcels within the proposed Twin <br />Lakes Development project site, with City Manager Beets noting <br />that each specific item would be part of upcoming action item. <br />Ihlan moved, Kough seconded, that the Council shall defer <br />consideration of the Twin Lakes redevelopment agreement and <br />tax increment financing, pending resolution of outstanding legal, <br />financial and environmental issues. <br />— Councilmember Ihlan spoke in support of the motion, addressing <br />the scheduled June 22, 2005 hearing on the citizen lawsuit; <br />opined that the City Council needed to manage its business and <br />protect citizen interests by avoiding the potential for additional <br />litigation; expressed her frustration in not receiving responses to <br />her individual requests for additional information from City <br />Manager Beets; and noted pending case law decisions that may <br />impact City action. Councilmember Ihlan further opined that the <br />fiscal impacts of the development and public subsidies were <br />unknown elements that needed further review and consideration. <br />Councilmember Ihlan referenced recent actions and policy <br />development by the City of Arden Hills, and had included a copy <br />of the City of Arden Hills' "TCAAP (Twin Cities Army <br />Ammunition Plant) Public Financing Policy," for Council <br />k <br />
