REQUEST The user groups, OVAL Task Force and the Friends of the OVAL Foundation (FOF) have been working to obtain outside funds necessary to narrow the contribution by the City of Roseville for ongoing operations and repairs at the RSC. The OVAL Task Force developed a report that includes specific recommendations that outline a realistic business model approach to address the ongoing financial operating costs and the contribution made by the City. The report also outlines approaches to pursue future capitalizationldepreciation funding. As a result of their action, it is requested that the City Council take action tonight to authorize the necessary repairs and upgrades to the RSC OVAL as outlined, with the entire costs paid for with funds from the Friends of the OVAL Foundation (FOF). POLICY OBJECTIVE The bidding process is consistent with city policy and state law on performing necessary repairs for the safe operation of the city infrastructure. The acceptance of donations from other organizations in order to reduce the city costs is also consistentwith city policy. FINANCIAL IMPLICATION The cost for the repairs and upgrades will be paid for by the Friends of the OVAL Foundation (FOF). STAFF RECOMMENDATION Based upon all of the efforts of the user groups, the OVAL Task Force, the Friends of the OVAL Foundation (FOF) and the Parks and Recreation Commission to reduce costs to the city, staff recommends that the city proceed with the repairs and upgrades as outlined. COUNCIL ACTION REQUESTED 1) Motion accepting a donation from the Friends of the OVAL Foundation (FOF) for the necessary repairs and upgrades at the RSC OVAL as outlined. 2) Motion authorizing the necessary repairs and upgrades at the RSC OVAL as outlined being paid for with funds from the Friends of the OVAL Foundation. 3) Motion authorizing the acceptance of the base bid in the amount of $257,520 including 5 valves and 22,000 gallons of calcium chloride solution/brine and awarding the contract to Cool Air Mechanical as the lowest responsible bidder.
